I swear by Cabelas GoreTex-waterproofed hiking boots for my normal, everyday footwear in the winter, for exactly the reason that I ruined too many pairs of $40 tennis shoes by tromping through rain and sleet and snow in them -- http://www.cabelas.com

Go to LL Bean (store or catalog) and get good boots from them.
I just got a pair of Keen boots and they are really keen!
Go to a hiking/camping store and buy a pair of insulated winter hiking books. My boots from Hilton's Tent City have lasted three winters and are still just as warm and dry as when I bought them.
EMS has nice boots. They last a decade or so.
Get new boots! I got boots half-off in January; they're probably even cheaper now.
