omnigraffle is pretty, but so far just not worth it. Of course, I might re-evaluate.

My choice: Inkscape: OSS; cross platform; pretty reasonable; Shit for stencils.

is a stencil a prepackaged piece of lines & stuff that would be used to represent e.g. a switch? xfig is actually pretty good at specifically that.

Unless the stencils are a big need, go with inkscape.
