My choice: A dark color like black or brown - sleek and sexy.

Dark ad white border dark page is just fine - very "photo album." White on off-white is much worse.

Bold sleek and sexy. Ads are designed to catch the eye and inflame the spirit. Neutral, feh, what is it you want to emphasize? The dull border? or the dark exciting interior content?

Off-white - more neutral, goes with any color scheme. (And, some, but not most, of the ads have white borders around them..I think.)
