buddywiser36 has decided I like one of my best friends (we've been good friends for about 7 years and known each other for about 14). Persuing a relationship would be tricky as I'm leaving for the military next month (we live in PA and I'm going to be in CA for 1.5 years). Is it worth telling him since he's admitted to considering dating me or should I not risk making things awkward for my last month?

If he's told you, things are already awkward. You should tell him.

Tell him that you like him, but I think that long distance relationships really are hard work. If you want it to be serious, consider talking with him over the course of your leave and that will also let you know just how into you he really is.
