If the 'doc' isn't a psychiatrist, it might be worth trying one. There are good drugs out there that can help life suck less.
If you haven't yet, you should probably be talking with a professional about the panic attacks, and treating the problem and not just the symptoms.
If you went to the bother of talking to a doctor, try her advice, and then talk to her again.
Trust me on this one, the sedative will help a lot with the panic attacks and hence the headaches. take it as soon as you think you might need it, unless you're in the middle of an exam or something. Also, do please make sure you can take tylenol while on the sedative; it has weird interactions. try ibuprofen instead if it works for you.
...but not too often, and try to wean yourself to a state of neither sedative nor panic attacks.
Talk to your doctor. Really. Tylenol is not an anti-depressant/anti-anxiety med.
See what other drugs the Dr can prescribe?
you could even just take half a pill.
Try the sedative for a week or two, but if they don't improve any more, or they get worse go back to your doc...
Try out the sedative. Maybe half a pill?
Drugs work, and the doctor had to go to school for a lot of years before he gave them to you.
I would take the recommended drugs if you trust the doctor. Since you posted this message you must not trust him/her.
Panic attacks suck.

And take a break. You need to remove the source of your panic attacks.
