Check to see if it works with your O/S of choice. If you don't also have a fax/print/copier, you might want to get some sort of combo machine. I have a very Linux friendly HP Officejet 5610xi, which ran around ~120, and does all 4 (though I haven't tested the fax part yet.
reuse! seriously, though, i think it's very difficult to buy a flatbed scanner that's entirely inappropriate.
I think the scanner I got for archiving my family albums was ~$100 and still pretty good. Come to think of it, you should ask for consent before sketching on the paper.
Even the cheap ones don't suck these days.
I don't think you'll find much quality difference with the scanners. But you might want to consider a scrap book.
I use an OfficeJet 5500, which is a printer and fax machine too. It does an adequate job of all of these tasks, but if you wanted to do a lot of one of those tasks you'd be better off getting a specialized machine.
