Muscle burns calories faster, so once you have some muscle, losing weight is easier.
you can build muscle and lose fat by mixing up cardio traing and weight lifting.
If you're exercising, you'll probably build muscle, which may mean some weight gain.
err.. you know what i am going to say.
Keep in mind that both (strength, weight) of these will take about 6 months before you see really noticeable differences.

Neither/both. Exercise in a way that will do both (i.e. swimming, running, biking). You'll lose the inches as the fat converts to muscle, plus you may lose some weight by calorie imbalance. Just building muscle isn't a terribly good way to get fit, and neither is just losing weight.
Just make yourself feel healthier

Focus on getting fit, not just building muscle or losing weight.
Cardiovascular endurance, at which point you can pick and choose among the others.
